PiS wants another relief on construction permits. Submits amendments to the law
Amendments have been introduced to the draft act on the National Energy Security Agency, which will change the construction law. It is an exemption from building permits for houses with an area of more than 70 square meters that meet the relevant conditions.
Work is underway on an act on guarantees granted by the State Treasury for the liabilities of the National Energy Security Agency, which is to purchase coal assets of other companies. Law and Justice MPs introduced amendments to the draft, which do not apply to NABE. Instead, they change the construction law, allowing the construction of houses over 70 square meters without a building permit.
Houses without permission
On Wednesday, the Sejm held a second reading of the bill, during which amendments were submitted. PiS MPs want houses over 70 square meters to be covered by similar regulations that currently apply to smaller residential buildings. According to the content of the submitted amendments, it will be possible to build a maximum two-story building without a permit. Unlike smaller houses, the construction of a building over 70 sq m will have to have a designated manager and a construction log.
Without a permit, it will also be possible to build kiosks and street sales pavilions with a built-up area of not more than 15 sq m, home shelters and temporary hiding places with a usable area of up to 35 sq m.
A new agency is formed
The creation of NABE will be a two-step process. In the first phase, the State Treasury will acquire from the Energy Groups with the State Treasury’s shareholding their subsidiaries dealing with electricity generation in conventional coal-fired power plants, i.e. PGE Górnictwo i Energetyka Conventional, Tauron Wytwarzanie, Enea Wytwarzanie, Enea Elektrownia Połaniec and Energa Elektrownie Ostrołęka.
Subsequently, the companies will be consolidated within GIEK, which will take place through the contribution by the State Treasury of shares of these companies to increase the share capital of GIEK, which after such consolidation will function as NABE.
