On Friday, March 29, the Government Legislation Center received a draft amendment to the Act on assistance to refugees from Ukraine staying in Poland. The new regulations are to be submitted for inter-ministerial and social consultations, and MPs in the Sejm are to consider them in April. The Ministry of Interior and Administration is responsible for preparing new regulations.
According to the ministry's information, the amendment extends temporary protection for Ukrainian citizens fleeing the war, introduced by the Council (EU) implementing decision of March 4, 2022, stating the existence of a mass influx of displaced persons.

According to the provisions contained in the draft amendment, the stay of Ukrainian citizens who have been assigned a PESEL UKR number will be legal until September 30, 2025. At the same time, from next year it will be possible to change the status of stay from the current temporary protection to temporary residence for a period of three years. The Ministry of Interior and Administration proposed that changing the status to temporary residence would be possible for Ukrainian citizens after meeting several conditions, including: completing and updating all necessary data in the PESEL UKR database at the commune authority. Moreover, the services responsible for security cannot raise objections to the change of residence status.
The biggest change concerns financial benefits for refugees from Ukraine. From July 1 this year Financing support in the form of accommodation and food for refugees from Ukraine who are in a particularly difficult situation will be possible only on the basis of a signed agreement with the local voivode or local government body acting on the voivode's order, the ministry said in a statement.
The rules for participation in the costs of stay and meals in collective accommodation centers will also change, so that the collection of due subsidies will be more effective than currently, it was added. The project assumes the extinction of cash benefits related to compensation for the costs of stay and food for war refugees incurred by owners of private premises.

The Ministry of Interior and Administration also proposed changes to the obligation for children from Ukraine to attend the Polish education system and to the recognition of qualifications, among others. psychologists. Moreover, from July 1 this year, support for financing photography and a one-off cash benefit of PLN 300 will expire.
The draft amendment to the act was created in cooperation with other ministries, including: with the Ministry of National Education, the Ministry of Family, Labor and Social Policy, the Ministry of Health and the Chancellery of the Prime Minister.
