The government is planning changes to the regulations regarding the mandatory number of parking spaces during the construction of residential buildings. Local governments are to have more competences in this matter.

Who among us, living in a housing estate built years ago, has not been irritated by walking several circles around the blocks, unsuccessfully looking for a parking space. Sometimes it takes a few minutes before we can park our vehicle, just barely, between other razor-blade cars. This is a nationwide problem. The coalition government is planning new solutions in this matter, which are quite controversial, but the detailed arguments should also be read.

Abolition of mandatory parking spaces. Why?

All because of the draft amendment to the Act on special solutions related to removing the effects of floods. The legal corrections are intended to make it easier for investors to implement housing projects and adapt the regulations to local needs. The new draft special act abolishes the obligation to build at least 1.5 parking spaces per apartment. The requirement to build a number of parking spaces equal to the number of apartments in investments in downtown areas is also to be abolished. Local governments will gain more freedom in determining the number of parking spaces, which will allow them to adapt to local needs.

Reasons for changes in the law

The impact assessment of the regulations emphasized that changes were requested by both municipalities and investors. Current regulations limited the possibility of flexible adjustment of indicators to local conditions, which constituted a barrier to the development of municipal and social housing.

What else is in the bill?

The bill also includes changes aimed at faster financial support for medical entities in flood areas. Regulations have also been introduced that will enable municipalities affected by floods to benefit from full co-financing for their own tasks.

In the area of ​​education, additional support is planned for students from flood areas, including the abolition of the allowance limit for the 2024/2025 academic year. The project also includes exemption from fees for criminal records certificates for people helping schools and institutions affected by flooding.

The project also introduces simplifications in the process of assessing damage and maintaining monuments damaged by floods. An Information Systems Reconstruction Fund will also be established to support the reconstruction of information infrastructure destroyed as a result of the natural disaster.

The amendment to the Act aims not only to rebuild flood areas, but also to introduce changes in regulations that will facilitate housing investments and improve the efficiency of services in areas affected by natural disasters.
