Why is there still no Uniform Card? Fight for the inclusion of doctors and the Volunteer Fire Department
The bill on the Uniformed Family Card was submitted to the Sejm in October 2025 as a parliamentary bill, which was intended to speed up its adoption. However, PSL got involved in the matter.
It’s about prestige, the authors of the project explained in 2025. – Failure to introduce the expected regulations will contribute to continued departures from service in the Armed Forces of the Republic of Poland or in the formations of the Ministry of Interior and Administration, and, as a consequence, the process of strengthening the quality and numbers of the Armed Forces and formations subordinate to the minister responsible for internal affairs will be inhibited – they warned.
The right to use the Uniform Family Card was to be granted to professional soldiers, Territorial Defense Forces and active reserve soldiers, veterans, as well as, for example, officers of the Police, Border Guard, State Fire Service, State Protection Service, Customs and Tax Service, Prison Service, employees of the Internal Security Agency, Intelligence Agency, Military Counterintelligence Service, Military Intelligence Service and the Central Bureau. Anti-corruption. And of course their families. In total, about 1.27 million people.
Additionally, May 15 was to be designated the Day of the Uniformed Family. But the People’s Party came up with the idea of extending benefits to firefighters from the Volunteer Fire Department, i.e. volunteers. The Ministry of National Defense, headed by the head of the People’s Party, started fighting for their privileges.

According to DGP, the implementation of this postulate would mean that the number of card beneficiaries would increase by another 800,000. firefighters. Calculations by the Ministry of Interior and Administration presented in mid-June during a meeting between Deputy Minister Wiesław Szczepański and police officers show that such an operation would cost PLN 1.8 billion.
– Together with the Minister of Internal Affairs, we criticize the idea of including the Volunteer Fire Department not because we are jealous and something has happened to us due to pride – explains Sławomir Koniuszy from NSZZ Policemen. It is about the efficiency of the health care system, because the Uniform Card was also supposed to ensure queue-free access to professional health care facilities. According to Koniuszy, a faster system will simply become completely inefficient.
As MP Andrzej Grzyb from PSL, head of the parliamentary national defense committee, argues, the pressure comes not from PSL but from firefighters, because volunteers put themselves at risk just like professionals. And they are “the core of the civil defense being created.”
Doctors also serve the state. They are entitled to discounts and allowances
– From the social point of view, they are right – says MP Andrzej Grzyb in DGP and argues that the fight is against a group four times smaller – 200,000. people. Doctors also asked to be included in the Uniform Card system. The Supreme Medical Council acted on their behalf in November 2025. She requested that uniform privileges be extended to a group of retired doctors who “have performed health care services for many years.” As the NRL argues, their inclusion “would be consistent with the principle of equal treatment of professions serving the state.”
This postulate has not yet been included in the current version of the bill.
What will the Uniform Card do? A number of reliefs and discounts
The card will entitle you to discounts, allowances and facilities offered by entrepreneurs, local governments and public institutions. These will not be small and insignificant reliefs. Contrary.
The discount for railway crossings is to be 37%. for single tickets and 49 percent for long-term tickets. The expected discount on passport issuance is as much as 50%. for adults and 75 percent for children. The Uniformed Family Card can also be combined with the benefits of the Large Family Card.
