Who blocks a billion on apartments? The minister indicates the guilty

Minister Katarzyna Pełczyńska-Nałęcz alerts: there was no funds for social construction. He calls for the payment of the promised billion zlotys.

The Minister of Funds and Regional Policy Katarzyna Pełczyńska-Nałęcz in an interview with Dziennik Gazeta Prawna revealed that the funds allocated to the support of social housing construction in the amount of PLN 600 million were completely contracted by local governments. – There was a lock of support – the department’s head emphasized, asking the Minister of Finance and the Minister of Development and Technology to transfer the promised billion zlotys to the subsidy fund.

Local governments are waiting for money

As explained by Pełczyńska-Nałęcz, in 2023, during PiS rule, the budget of the subsidy fund was PLN 2.3 billion. In 2025, this amount was reduced to PLN 1 billion, of which 400 million was redirected to other purposes. Local governments used the remaining PLN 600 million, which means that there are no funds for further investments in social construction.

– The limit has been raised by statutory by PLN 1 billion. Everyone voted for it. The president signed it a few weeks ago and nothing is happening – said the minister. She noted that the responsibility for further actions lies with the Minister of Finance and the Minister of Development and Technology, who should transfer funds to the subsidy fund.

The head of the MFIPR pointed out that local governments have already invested in the preparation of projects and are impatient. – People downloaded loans for their own contribution. I have not remembered such a situation for years that until May only PLN 600 million would go to support social construction – she emphasized.

“This project is a sell”

She also referred to the amendment to the Act on the protection of the rights of the buyer of a dwelling, according to which developers will have to publish housing prices from beginning to end of sale. The new regulations, prepared by the Polish 2050-TD club, are to increase market transparency, but they have met with resistance to developers. – No constructive proposal was made on their part. We were dealing with a strategy that was supposed to show that they were for openness, but this project is a bubel – she commented.

Pełczyńska-Nałęcz also raised the issue of buying apartments in TBS and SIMs. In her opinion, the possibility of purchase should be preserved in cities under 100,000. residents, where developers often do not work, and SIMs are the only way to their own apartment. In larger cities, however, this possibility should be eliminated.
