Key changes regarding disability decisions and parking cards come into force.
The amendment to the Act on professional and social rehabilitation and employment of disabled people is to organize the regulations, improve procedures and introduce a new document verification system. Check what will change and how the new regulations will affect disabled people and institutions.
8 of the most important changes in disability rulings

Shortening the period of storage of files – jurisprudence will be stored for 20 years instead of the existing 50. This change also applies to medical records.

Disabling public procurement procedures – employing specialists (e.g. doctors, psychologists) to jurisprudence will be simpler and faster.

Clear dates for considering applications – a maximum of 3 months for a decision in the first instance and 2 months to consider the appeal in the second instance.

New system verification system – anyone interested will be able to check the validity of a decision, parking card or a disabled person by an electronic system.

Extension of the support period – a supporting benefit will be due from the date of submission of the application, not only from the date of the decision, also in 2025.

Extending the validity of parking cards – the new regulations will allow automatic extension of cards, but only after the implementation of the central record system.

Unification of rulings – a new ruling will automatically open the previous ones, which will prevent conflicting documents.

Access with a dog assisting for guesthouses – extension of the list of places to which disabled people can enter with an assistant dog, including for guesthouses and holiday resorts.
Amendment to the Act on rehabilitation. Goals and effects
The main purpose of the amendment is to improve the operation of adjudicating teams, reduce the time of dealing with cases and eliminate the provisions causing legal chaos. Specific deadlines for considering matters, procedural simplification and implementation of digital tools supporting documentation management are foreseen.
System digitization and new records
The key element of the reform is the implementation of the electronic national disability adjudication system and the Central Records of Parking Cards. These solutions are to ensure safety, transparency and efficiency of procedures.
