They are preparing a new, mandatory fee. Bills will increase by up to PLN 1,200
Even PLN 1,200 more per year for a ROD plot? The new calculations worry allotment owners, and the increase in costs is related to the new fee for perpetual usufruct.
Some allotment holders from the Kuyavian-Pomeranian Voivodeship may be charged additional fees for perpetual usufruct. The problem concerns gardens located on land belonging to the State Treasury. According to TVP Bydgoszcz, some local governments intend to charge a fee of 3%. land value. In the most expensive cases, annual expenses related to the maintenance of the plot may increase by up to PLN 1,200.
Where did the new garden fee come from?
So far, users of multiple plots have not incurred such costs. However, changes in the regulations allow the property owner to charge a fee for perpetual usufruct.
The burden is to be determined for the entire area occupied by the ROD and then divided among individual plot holders. The amount of the bill will depend, among others, on: on the value and area of the land and the number of garden users.
PLN 200 or PLN 1,200? Amounts can vary significantly
The problem will affect approximately 400 plots, including: in Włocławek, Toruń and Chełmża. A representative of the County Office in Toruń said that according to preliminary calculations, the fee may amount to approximately PLN 200 per year per user.
The amount of PLN 1,200 is indicated as a possible upper cost increase. This does not mean that every allotment holder will pay this much. Individual gardens may receive completely different calculations.
Allotment gardeners are sounding the alarm: seniors may abandon their gardens
Representatives of the Polish Allotment Gardeners Association emphasize that they are not opposed to the obligation to pay fees. However, they consider the 3% rate to be too high. real estate values.
The district board of PZD proposes reducing it to 0.1%. According to allotment gardeners, the high increase will hit retirees and pensioners the hardest, who constitute a large part of ROD users. Some of them may not be able to maintain a garden.
The increase will not cover all ROD plots
The case concerns specific properties on State Treasury land, and not automatically all family allotment gardens in Poland. The final cost for one person will be known only after determining the value of the property and dividing the fee among the users of a given ROD.
