These entities will receive funds from the KPO for defense. Over PLN 22.5 billion
Local governments and enterprises will receive over PLN 22.5 billion from the Security and Defense Fund. The money can be invested in four areas.
According to “Dziennik Gazeta Prawna”, the Ministry of Funds and Regional Development has prepared a draft regulation that is to provide a legal basis for granting regional investment aid from the Security and Defense Fund (FBiO). In total, this amounts to over PLN 22.5 billion allocated from the National Reconstruction and Resilience Plan (KPO).
PLN 11 billion is to be allocated to local government units and entrepreneurs. The mentioned project concerns the latter. Most of them are long-term, low-interest loans.
The fund will be operated by Bank Gospodarstwa Krajowego (BGK), including the capital part through the special purpose vehicle “Chrobry”. – Entrepreneurs may also include local government units to the extent that they conduct business activities – we read in the justification for the project.
As the newspaper writes, financing will be granted on the terms set out in Commission Regulation (EU) No. 651/2014 of June 17, 2014, declaring certain types of aid compatible with the internal market in application of Art. 107 and 108 of the Treaty. The proposed regulation is intended to define the detailed purpose, conditions and procedure for granting regional investment aid by BGK to entrepreneurs. Assistance will be provided at the entrepreneur’s request, assessed by BGK.
Investments in four areas
The daily points out that the money will not be given to, among others, entrepreneurs who are obliged to return public aid resulting from a decision of the European Commission. Moreover, the type of assistance may depend on the size of the company and the place of business. In the case of large companies from the Lower Silesian and Greater Poland voivodeships and the Warsaw region (the project mentions specific communes – e.g. Grodzisk Mazowiecki, Kampinos or Tarczyn), money will be available only for the initial investment that will start a new business.
The regulation will enter into force on the day following its announcement. According to the announcement of the Ministry of Funds, loan applications will start in the second half of the year. They are to be granted by the end of 2030 with a repayment period of up to 20 years.
Money from FBiO can be invested in four areas. PLN 9.65 billion was allocated for the development of protective structures and civil protection infrastructure. PLN 2.46 billion was allocated for cybersecurity, and PLN 6.26 billion for the construction and modernization of dual-use infrastructure. Okay. PLN 4 billion will be used to modernize enterprises.
