These contracts are decreasing in Poland. ZUS data says it all

In the first half of this year, over 620,000 cases were reported in Poland. contracts for specific work. That’s 10 percent. less than a year ago.

The Social Insurance Institution (ZUS) has published the results of the analysis of the register of contracts for specific work for the first half of 2025. The institution emphasizes that data from RUD forms (notification of a contract for specific work) reveal an interesting picture of flexible forms of employment in Poland.

It turns out that between January and June this year, ZUS received PLN 519.1 thousand. RUD forms, on which over 620.1 thousand were reported. contracts for specific work. Behind these numbers there are 47 thousand. entities that reported contracts concluded with 204 thousand contractors.

There are fewer and fewer contracts for specific work. “The labor market is evolving”

ZUS points out that although these numbers are slightly lower than in the same period last year (forms – a decrease of 4.35%, contracts – a decrease of 10.08%), the register still confirms that contracts for specific work remain an important tool making the labor market more flexible.

The decrease in the number of applications may result from entrepreneurs’ greater awareness of qualifying contracts or the growing popularity of other forms of employment, such as self-employment or mandate contracts. This is a signal that the labor market is evolving. The fact that choosing an employment contract or even starting your own company completely changes our situation in the context of social security may also be important. This gives the insured person the right to benefits that are unavailable to contractors of contracts for specific work – comments Dominik Jaruga from ZUS.

Among 204 thousand contractors of contracts for specific work are slightly dominated by men (52.02%). The largest age group are people aged 30-39 (approx. 25%).

ZUS points out that contracts for specific work in Poland remain the domain of short orders – as much as 28.28%. contracts were concluded for one day. The average duration of the contract is as much as 38.3 days, which – as the institution emphasizes – indicates the diversity of projects – from quick orders to more complex tasks. Most contracts for specific work were carried out in the following sectors:

  • information and communication (22.36% of contracts, 53.65 thousand contractors),

  • professional, scientific and technical activities (18.01% of contracts, 43.19 thousand contractors),

  • culture, entertainment and recreation (14.34 percent, 34.38 thousand performers).

Masovia at the forefront

The undisputed leader in concluding contracts for specific work is the Masovian Voivodeship. Per 10 thousand Contribution payers reported 5,084 RUD forms and 6,278 contracts there. For comparison, in the Warmian-Masurian Voivodeship ZUS received only 602 forms and 655 contracts for PLN 10,000. payers.

Most contractors of contracts for specific work also come from Mazovia (28.38% of all registered people), and per 10 thousand 345 contractors are insured there. The lowest number of them is in the Warmian-Masurian Voivodeship, with 48 contractors per 10,000. insured persons, which highlights regional differences in the use of this form of cooperation.

ZUS also informs that the contractors included approximately 12 thousand. foreigners, which constitutes 5.88 percent all registered people. The largest group consists of citizens of Ukraine (43.12%) and Belarus (30.47%), although the share of Ukrainians in the total number of foreigners performing specific work contracts decreased by over 10%. compared to 2024.
