The Minister of Finance raises the alarm after Nawrocki’s vetoes. The budget is expected to lose PLN 5-6 billion
Finance Minister Andrzej Domański claims that the president’s vetoes cost the state budget as much as PLN 5-6 billion a year and make it difficult to strengthen public finances.
Minister of Finance and Economy Andrzej Domański estimated that subsequent vetoes by President Karol Nawrocki would reduce state revenues by at least PLN 5-6 billion annually. As he emphasized, these are regulations that were intended to improve the condition of the budget and increase revenues to public finances.
Domański: the budget loses billions because of President Nawrocki’s vetoes
The minister commented on the matter after the publication of the latest data from the Ministry of Finance. The presented estimates show that after the first half of 2026, the state budget deficit amounted to PLN 123.7 billion. Revenues exceeded PLN 278.7 billion, and expenses reached PLN 402.4 billion.
Domański admitted that he was particularly concerned about the president’s decisions blocking bills that – in the government’s opinion – were intended to strengthen the state’s finances.
— What worries me very much is that the president is vetoing further laws that would allow us to further strengthen the state’s finances. – said the Minister of Finance in the “One on One” program on TVN24.
These bills would generate huge revenues for the state budget
The head of the Ministry of Finance listed several solutions that, in his opinion, could increase budget revenues. These included regulations on strengthening the finances of the National Health Fund, an increase in excise duty on alcohol and measures to tighten the construction market regarding trade in construction materials.
— He recently vetoed sealing measures in the construction market related to the concrete trade, which is over PLN 1 billion that could have gone to the state budget – said the Minister of Finance.
As he noted, blocking changes in the construction market alone could mean a loss of over PLN 1 billion in revenues. According to the minister, conservative calculations show that the total effects of vetoes may reach several billion zlotys per year.
Nawrocki vetoes further bills
On July 17, President Karol Nawrocki vetoed two more bills. This concerns the Act on the status of the closest person in a relationship and cohabitation agreement and the provisions implementing this Act. This means that Nawrocki has already vetoed 41 bills in total.
