Minister Pełczyńska-Nałęcz criticizes credit subsidies. According to her, they increase the prices of apartments. He emphasizes that construction should be a priority.

The Minister of Funds and Regional Policy Katarzyna Pełczyńska-Nałęcz commented on a new government housing program. In an interview on RMF FM, she emphasized that the key element of the plan is the allocation of PLN 2.5 billion for housing. In her opinion, these funds should be launched as soon as possible, because many local governments already have ready investment projects.

The minister criticizes government plans

The minister skeptically assessed the idea of ​​subsidies for housing, even in a form limited to the secondary market. She emphasized that this type of support increases demand instead of supply, which leads to an increase in real estate prices and hinders access to apartments. According to Pełczyńska-Nałęcz, payments for loans generate a negative economic mechanism and should not be used.

– Over the years, investing in apartments was profitable, which led to a situation in which a large part of capital was “frozen in concrete”. We currently need funds for company development, innovations and modern technologies – the minister explained.

New government housing program

The new program is to be based on three main components: support for municipal, social and ownership housing. – We change the philosophy of housing development in Poland and spread the accents completely differently than before. According to new assumptions, the most budgetary funds will be allocated to those branches of housing, which will serve to provide decent living conditions for those who cannot afford to buy an apartment – explains the head of the Ministry of Development.

Paszyk emphasized that “no zloty from this program will go to developers.”

“The key to the apartment” assumes support for the purchase of an apartment only from the secondary market, a house from the secondary market or plot and building a house using the economic method. In the case of the purchase of houses and apartments from the secondary market, there will be price limits per square meter. In the case of supporting the purchase of an apartment on ownership – only from the secondary market – the price of a square meter for all of Poland will amount to PLN 10,000, and for the five largest and most expensive cities – PLN 11,000. housing.

Delays in investments with KPO

The conversation also concerned funds from the national reconstruction plan. Pełczyńska-Nałęcz informed that in 2025 Poland will receive another billion zlotys from KPO, but the implementation of the investment is delayed. She emphasized that two years lost under Law and Justice cannot be easily made up.

The minister also revealed that Poland is conducting talks with the European Commission regarding the extension of the deadline for settling projects implemented under the KPO. The planned elongation would be several months, which would allow better use of available funds.
