The left wants a cadastral tax. The government says “not at this time”

The Left is working on a cadastral tax for owners of at least three apartments. The government distances itself from the idea and announces its opposition.

The Left announces the introduction of a cadastral tax covering owners who own at least three properties, RMF FM reported. Deputy Minister Tomasz Lewandowski is working on the project, but it is to be a parliamentary initiative, not a government one. Government spokesman Adam Szłapka was asked about the planned regulations on TVN24. He emphasized that in his opinion “this is not a good time to introduce this type of tax” and announced that he would vote against it.

The proposal to tax owners of multiple apartments is not the first time. At the beginning of November, the leader of the Razem Party, Adrian Zandberg, presented a draft law on the “anti-speculative” tax on the third apartment. It assumes a progressive scale in which owners of three to five premises would pay 1%. property value, owners of six to eight apartments – 2 percent, and those with nine or more apartments – 3 percent.

The value of the property would be determined on the basis of data from the Real Estate Price Register. According to the authors of the proposal, the new tax would cover approximately 430,000 entities that have a total of nearly one million taxable apartments.

The ministry is not carrying out any work

However, the Ministry of Finance announced that it is not working on a similar solution and does not plan to introduce a cadastral tax at the government level.

At the same time, some economists support changing the current system. In the money.pl survey from the “Economic Ring” series, conducted in May, 61 percent out of 44 experts concluded that a progressive cadastral tax based on the market value of real estate would be needed in Poland. According to economists, it could limit the increase in housing prices without reducing the availability of premises for rent.

Although the topic of cadastral tax regularly returns to the public debate, the government’s current position indicates that the Left’s proposals will not quickly gain the coalition’s support.
