“The key to the apartment” will change the market in Poland? The expert has doubts

“Instead of following market trends, instead of following the market trends, and rather such a decade from a decades from a decade from a decade, having all the tools, rather, rather to shape?” – Krzysztof Granat wonders in an interview with “Wprost”.
“The key to the apartment” is one of the flagship ideas of the Ministry of Development and Technology (MRIT). According to the ministry, the program is to support municipal, social, ownership and construction housing for seniors and disabled people, as well as increase the availability of places in dormitories.
“Support for ownership housing will only be available for apartments from the secondary market. No zloty from public money will go to flippers and developers, “he emphasizes in his post on the X MRIT website.
“Key to apartment” only from the secondary market
The ministerial program gives you the opportunity to buy a house or apartment, but only on the secondary market. As the expert notes, the ministry begins with the diagnosis that the specificity of the Polish housing market is focused on ownership, but due to the high prices and expensive credit, not everyone can afford to buy
– Why ownership? We live in the era of “use”, but not necessarily “buying”. So instead of following market trends, instead of following the market trends, and rather such a decade should not be shaped, rather, having all the tools, rather? After all, activities supporting the housing market are at a very basic level to provide a roof over the head, which, as it shows, as the idea of quantitative and qualitative development of municipal premises, they do not have to be associated with property – says legal advisor Krzysztof Granat, leader of real estate practice in Law Firm K&L Legal Granat I Wspólnicy Sp.k. in Wrocław.
According to the expert, the program limitation to purchase only on the secondary market is quite mysterious.
– I don’t understand this restriction. While the amount limit is still understandable (it also appeared in earlier support programs), why only the secondary market? And why apartments owned by the seller for at least 3 years, and in use from 5? – The lawyer is surprised.
As he notes, at this stage you can raise doubts as to the purposefulness of such a solution.
– If the beneficiary has a place to buy with support, what does it matter, will it acquire it on the primary or secondary market, if this premises ensure the buyer’s housing needs? – The lawyer wonders and indicates that limiting the program to the secondary market can also have further effects.
“The key to the apartment” will change prices on the real estate market
According to the expert proposed by the Ministry of Development, the program construction can destabilize the Polish real estate market.
– petrification of a housing not meeting current technical requirements, including the energy consumption of buildings, as well as the increase in the prices of premises with poor technical condition to the area of the maximum price ceiling per square meter set for a given town. This, in turn, may be a reversal of the relationships occurring at the impact on the market prices of the last announcement of payments to loans – then the primary market has “attracted” prices on the secondary, now one should expect the impact of the price increase on the secondary market on their raising on the original. After all, every stimulating action will result in price increases – notes legal advisor Krzysztof Granat.
The lawyer points out that the exception included in the department’s plan from using the secondary market offer is that buyers use the offer as part of the “investments of the first keys” implemented by housing cooperatives, TBS and SIMs, with the margin can be at most 25 percent
– Also in this case, I do not find logical justification to exclude developers from participating in this variant of support – sums up Mac. Granat.
