Support for municipal construction
One of the main pillars of the ministerial program is the support of municipal construction both by obtaining new premises by local governments, as well as the renovation of premises located in the municipal resource, which due to their technical condition are not suitable for use.
– After an incidental, similar program designed for flood -affected areas, it is definitely a step in the right direction. Support programs dedicated to buyers, as the last months and years have shown, are disturbing the real estate market, and the number of funds allocated to them does not necessarily translate into increasing the volume of premises – says Krzysztof Granat, leader of real estate practice at the K & L Legal Pomegranate and SPS .k. in Wrocław.

– The solutions to date have shown that the regulations were leaky, and the help was used to support your own investments, not to meet housing needs. In other words, the buyers’ supporting programs did not achieve their goals or did it not very effectively – notes the expert.
According to the expert, the situation with municipal premises is quite different.
– There are many people who need a roof over their heads and have no creditworthiness, thus even the best support program (maybe apart from distributing apartments for free) will not go to such people. The municipal resource itself, in turn, due to its poor technical condition and underfunding of this area of local governments, is successive and then depleted by selling municipal premises. The reversal of this tendency should become not only a priority of governmental activities in the area of housing, but also local government activities correlated with them – believes Krzysztof Granat.
