The Ministry of Development presented the foundations of a new housing program of the “Key to apartment”.
On Thursday, the Minister of Development and Technology Krzysztof Paszyk presented the establishment of a new housing program of the government “Key to apartment”. This program is to replace “credit to start”.
New government housing program
The new program is to be based on three main components: support for municipal, social and ownership housing. – We change the philosophy of housing development in Poland and spread the accents completely differently than before. According to new assumptions, the most budgetary funds will be allocated to those branches of housing, which will serve to provide decent living conditions for those who cannot afford to buy an apartment – explains the head of the Ministry of Development.
Paszyk emphasized that “no zloty from this program will go to developers.”
“The key to the apartment” assumes support for the purchase of an apartment only from the secondary market, a house from the secondary market or plot and building a house using the economic method. In the case of the purchase of houses and apartments from the secondary market, there will be price limits per square meter. In the case of supporting the purchase of an apartment on ownership – only from the secondary market – the price of a square meter for all of Poland will amount to PLN 10,000, and for the five largest and most expensive cities – PLN 11,000. housing.
Paszyk pointed out that the seller of the apartment must have it for at least 5 years. – It is not possible to buy a flat from Flipper – The head of the Ministry of Development announced.
Importantly, the supporting support will not be able to have an apartment anymore. – The programs we are talking about only apply to people who really look for the first apartment – emphasized Paszyk.
“Great oversight”
What do experts think about the new government housing program? Dr. Izabela Rudzka from the Warsaw School of Economics sees its advantages, but in her opinion support for buyers of the apartment or house only from the secondary market is “a great oversight”. We conducted research a few years ago and now we are doing it again. They show that, however, a lot of interest concerns the purchase of the first apartments, but the new ones, not from the secondary market – He emphasizes an expert in an interview with RMF FM.
– If we say that we will only take care of some part of the market, then there is a reason to speculate. Contrary to what we hear about the housing market, the price of a flat is not just what we think. These are various costs related to, among others with supply areas. Unfortunately, places where we live best and the highest is income, there are also the highest prices. As a result, I do not think that the prices of apartments that have now been built. Everyone who is aware of how the market works knows that the prices of apartments on the primary market will not go down – he adds.
