Owners of properties with asbestos are obliged to report its presence by the end of January 2025. Find out how to avoid penalties and what to do to meet the requirements.

By the end of January, each owner of property containing asbestos-containing products must report detailed information about their type, quantity and location. This obligation also applies to perpetual usufructuaries and facility managers. This requirement is intended to protect health and the environment from the harmful effects of asbestos, a material that can pose a serious risk if not properly monitored and removed.

What needs to be reported?

Each owner of a property containing products containing asbestos is obliged to submit detailed data regarding:

  • type of materials containing asbestos,

  • the quantity of these products,

  • location on the property.

Additionally, property owners must regularly assess the technical condition of these products and their impact on safety of use. Asbestos is a material that can degrade over time, releasing microscopic fibers that are hazardous to health. Regular inspections allow for early detection of problems and appropriate corrective actions before harmful substances are emitted.

How to report?

The notification must be submitted to the city or commune office competent for the location of the property. In Gostyń, application forms are available in the Public Information Bulletin of the Municipal Office and directly at the office. You can submit your application in three ways:

  1. Personally – at the office’s customer service office,
  2. By letter – by sending the completed form to the office address,
  3. By phone – getting support by calling 65 575 21 10.

New installations containing asbestos must be notified within 14 days of their installation, while for existing products it is recommended to complete this obligation as soon as possible, even if the original notification deadline has been exceeded.

What are the penalties for failure to report?

Failure to comply with the reporting obligation may result in administrative consequences, including financial penalties. If unreported materials are detected during an inspection, the property owner is exposed to additional sanctions.

Additionally, failure to register asbestos may prevent you from receiving support from grant programs such as Clean Air that fund the replacement and removal of harmful materials.

Fighting the effects of asbestos

The collected data on products containing asbestos enables effective planning of corrective actions, such as removal or replacement of obsolete installations. In 2024, this information was widely used to verify applications for subsidies for the modernization of heating systems and building facades. Similar activities will also be continued in 2025.

In addition to monitoring the technical condition of asbestos, local authorities conduct educational campaigns in cooperation with environmental organizations to increase awareness of the risks associated with asbestos. Property owners are encouraged to take advantage of available financial and technical support programs to get rid of hazardous materials as quickly as possible.
