The CPK scandal is spreading more and more widely. New facts

Wirtualna Polska revealed that during the government of the United Right (power was mainly held by Law and Justice politicians), a plot of nearly 160 hectares was sold. This is a property in Zabłotnia, which was purchased at the end of 2023 by the vice-president of Dawtona (the company has specialized in fruit and vegetable products for decades). It was sold to Piotr Wielgomas for nearly PLN 23 million, and today its value is approximately PLN 380-400 million.

He, his father and brother were to meet with Horała twice before the transaction was concluded. One of the conversations with the former deputy head of funds and regional policy was supposed to take place a week before the finalization of the purchase.

The PiS politician agreed to answer questions from the TVN24 editorial team regarding meetings during this period. What did he talk about with company representatives?

Marcin Horała confirms. He attended the meeting. And he “doesn’t see any sensation” in the whole scandal.

The former government plenipotentiary for the Central Communication Port for the Republic of Poland admits that he participated, but only in one meeting. – Maybe there were two (Portal WP wrote about two such events – ed.). Sorry, it’s hard for me to comment on a case where I don’t see any sensation, he said.

Horała also revealed the topic of the conversation. He said that – just like local government officials and entrepreneurs – the tenants of the plot through which the railway line was to run wanted to share their concerns with him. They said that CPK may make it difficult for them to conduct agricultural activities.

The station asked Horała to also refer to his previous words regarding how he found out about the whole scandal. He claimed that he learned about the sale from the media. – According to my memory, the issue of sale did not come up (at the meeting with Dawtona – ed.), CPK requested that this plot be transferred by the National Center for Agricultural Support to CPK. Dawtona as a company, or its owners, had been tenants of this plot for many years and were conducting their agricultural activities there and wanted to continue this activity – he pointed out.

He assured that he found out that the property had been sold “well after he ceased to be the representative for CPK.”

Horała believes that the plot is “ascribed excessive value or importance.” – It was not strategic or necessary for the construction of the CPK. There were two objects there, two ways of management. A railway line, and land for a railway line, is always subject to expropriation by operation of law, so the property and ownership status of this plot did not change anything in this matter, and the logistics center that was planned there, not because any objective circumstances required it, but because it was a plot of the State Treasury – he explains.

If the transaction were to take place, the logistics center would be moved to another location.

Horała also recalled that the CPK, which he managed, was against the sale of the land. CPK was making moves towards having the plot taken over by the institution.

The politician assured that the accusation that he “did nothing” to stop the sale of the plot was unfounded. He indicates that, in a sense, he did something about this matter – specifically: he did not change the decision he had previously made. The former deputy minister assured in an interview with TVN24 that he did not make any move on the matter after the meeting with Dawtona’s representatives. This “could be perceived as acting in the interest of a private company,” the station quotes him as saying. – All land necessary for the CPK has been secured, it was included in the area regulation, none of these lands have been sold, they are gradually being acquired by the CPK, which is exactly the opposite – he emphasized.
