The chain law will not pass. The Sejm failed to override the president’s veto

On Wednesday, December 17, the ruling coalition tried to reject the president’s veto in the Sejm regarding the so-called Chain Act. However, this task turned out to be beyond her strength.

246 out of 438 MPs present in the room voted in favor of re-adopting the Animal Protection Act. There were 192 votes against and no one abstained. This result means that the required majority (263 votes) was a dozen or so votes short.

Even before the vote, few people expected that the Sejm would be able to overturn the presidential veto. Such a step required a 3/5 majority of votes in the presence of at least half of the statutory number of deputies. KO and its coalition partners had to count on unexpected support from Confederation or PiS.

Some PiS politicians first supported the bill and later vetoed it

Law and Justice MPs initially voted for the adoption of the chain law. This group included, among others: president Jarosław Kaczyński or Marek Suski. However, in the event of a veto, they sided with the president.

– Although we are in favor of supporting our animals, our smaller brothers, the left has gone astray here, proposing pens larger than apartments for people – argued Marek Suski in an interview with the Polish Press Agency.

– On the other hand, in shelters run by organizations that are so strict, such an obligation is abandoned, so it is complete hypocrisy – he continued.

PiS supports the adoption of a new bill on this matter, which bears his name Karol Nawrocki. – The presidential project is rational and I can only appeal to those who talk about animal protection not to treat the presidential project politically, but rationally – emphasized Suski.

The head of the Chancellery of the President, Zbigniew Bogucki, was confident of maintaining the veto. – I am convinced that the bill presented by the President is much better for animals, and above all, for people, than the solution proposed by the Sejm – he emphasized on Tuesday.

Chain Act. Czarzasty appeals to PiS politicians

Defenders of the vetoed bill did not give up and protested in front of the Sejm on Wednesday. Marshal Włodzimierz Czarzasty came out to them, holding a symbolic chain in his hand.

– Mr. President, these are the chains that you do not want to remove from these animals. This makes no sense at all. I have such a sense of absurdity that we are fighting for such an obvious issue and we cannot break through the walls on this issue, he said.

– I appeal to President Nawrocki. Please open your heart. I, as marshal, did what I could do. Regardless of whether it is blocked or not, the cause is still winning at the moment because more and more people are concerned about it, show empathy and that it is an important issue – he emphasized.

– It’s thanks to you. We will come back to this one. If this veto is rejected, another bill will soon be introduced that will also defend it, Czarzasty announced.

– After all, you voted “for” a month ago. After all, you said: these are our dogs, we fight for our loves, animals, this is an important matter. And what happened to you? Suddenly hearts became of stone, minds went the other way? – he further asked PiS MPs.
