25% of average revenue (2020–2024) until January 1, 2027; a year later 20%, decreases every year by 5 percentage points to 5% until January 1, 2031. Then no compensation.

The Parliament passed an amendment to the Animal Protection Act introducing a ban on breeding and breeding fur animals (except rabbits). The regulation will come into force 14 days from its announcement, and entrepreneurs running farms must cease their operations no later than December 31, 2033. The draft adopted by an overwhelming majority will be submitted to the Senate: 339 MPs voted “for”, 78 were against and 19 abstained.

Fur farming is banned

Support for the ban was distributed among clubs with a clear majority of votes in favor. 100 MPs from Law and Justice voted in favor (55 were against and 18 abstained). The Civic Coalition supported the amendment with 150 votes (one abstention), the Polish People’s Party – 30 votes in favor (one against). All MPs from Poland 2050 and the Left voted for the regulation. They were opposed, among others: all voting members of the Confederation.

The amendment by MP Małgorzata Tracz (KO) was submitted by MPs from KO, Polski 2050 and Lewica. It introduces an absolute ban on breeding fur animals for fur purposes from the moment the Act enters into force, with the only exception for rabbits. At the same time, it provides for a long period for winding down the activity – until the end of 2033 – and a compensation mechanism for those who terminate their activity earlier.

Compensation for breeders

The amount of compensation will be related to the breeder’s average annual income from 2020 to 2024 and the date of closure of the farm. Entrepreneurs who will cease their operations by January 1, 2027 will be able to apply for 25%. average annual revenue for this period. If they cease their operations a year later, the compensation will drop to 20%. Then the amount will be reduced every year by 5 percentage points, up to 5%. for farms closed until January 1, 2031. After this date, you will not be entitled to compensation. Pursuant to the Act, the claim for compensation is directed to the State Treasury and concerns property losses resulting from the closure of the business.

The adopted regulations establish a clear path for exiting the industry: those who close their businesses sooner can count on higher compensation, and all entrepreneurs must finally close down their farms by December 31, 2033. After being adopted by the Sejm, the document was sent to the Senate, which will deal with the further legislative process.
