This is the result of the amendment to the Act on the protection of the rights of the buyer of a residential premises or a single -family house and a developer guarantee fund, which has been in force since July 11, 2025. – Based on media information and available statistics, it was difficult to assess the actual size and value of the market of luxury apartments. Decrease in housing prices in metropolises
According to market analysts, it is much more important that, regardless of price reductions, developers have not resigned from introducing projects adapted to the market for borrowers. They remain the dominant group of buyers.

September housing prices – 2024 versus 2025
Comparing the average prices of a square meter of new apartments in September this year with the same period of last year, most of the metropolises still show the differences that in Warsaw and Wrocław further increased. – After nine months, Kraków joined for the title of the most stable metropolis in 2025, where the change in the average price of a square meter of new apartments in the period of 12 months was only 1 percent in September. In Poznań, it was 2 percent, in the Upper Silesian-Zagłębie metropolis-3 percent, in Wrocław-4 percent, and in the Tri-City (or rather in Gdańsk)-by as much as 11 percent. – indicates Marek Wielgo.
