New government housing program. Who will receive subsidies?

The list of the Government’s works published the assumptions of the “First Keys” program. In what situation will you apply for government subsidies?
In mid -February, the Minister of Development and Technology informed about the new government housing program “The first keys”, which is to replace “credit to start”. We know more and more details of the program, because on Monday its assumptions were published in the list of government’s work.

The program – according to RMF FM – provides for subsidies up to the first 120 mortgage loan installments for the purchase of an apartment or a single -family house on the secondary market. This is to apply only to premises, which have been put into use at least 5 years before submitting the loan application, and the sellers have been their owners for at least 3 years. A loan with subsidies will also be able to be granted for the construction of a single -family house, including coverage of expenses related to its finish. It will also be available to acquire the ownership of the land on which a single -family house is to be built. Members of housing cooperatives will also be able to apply for subsidies for the purchase of land.
The loan is to be granted for a period of at least 15 years, with an interest rate at a fixed level set for a period of 60 months. Subsidies are to cover the first 120 capital and interest installments repaid according to the schedule. “The first keys” also provide for surcharges for consumer loans taken to finance the tenant’s participation in the costs of building a residential premises as part of the social undertaking of a housing initiative (SIM) or Social Construction Society (TBS), as well as for a housing contribution in a housing cooperative. The repayment period will not be able to be less than 5 years and not longer than 15 years, and the subsidies will cover the first 60 capital and interest installments.
When taking out a housing mortgage with a own contribution less than 20 percent. Borrowers will be able to get a guarantee of repayment of part of the loan granted by Bank Gospodarstwa Krajowego (BGK), provided that the total amount of these expenses does not exceed PLN 1 million. The guarantee of repayment of part of the loan can also be granted in the case of a consumer loan taken to finance the housing contribution or participation in the costs of building premises in social housing resources.
The amount of payment for installments is to depend on the type of financed project. In the case of a mortgage loan, the interest rate of installments is to be 1.5 percent, while the loan installment granted to finance participation or housing contribution will have an interest rate of 0 percent.
The propjket shows that the price limits of the square meter of real estate will be introduced, to which subsidies can be obtained. The statutory limit is to be determined taking into account the data on the average costs of implementing investment and construction projects in the social segment and is to be announced annually. It will also be possible for the commune council to determine a price limit other than the statutory. The Act also provides for a limit of the borrower’s household income entitled to take out a housing mortgage with the full amount of subsidies, as well as the maximum amount of part of the capital of the loan taken from which the subsidies will be calculated. In the event that the average monthly income of the borrower’s household exceeds the income limit, the amount of payments to installments will be set at a lower level.
Poles with a new government program
The project also provides a quarterly limit of 10,000 requested applications for a preferential loan “first keys”.
The SW Research survey conducted in February for “Wprost” shows that just over half of Poles (52 percent) positively assess the idea of introducing subsidies to apartments from the secondary market. 18 percent respondents are of the opposite opinion, and almost every third respondent has not yet heard about the new government program, or there is no opinion on this matter.
