Ministers are working on further proposals for flood victims. Local government officials are throwing in ideas

The government is discussing how to help flood victims. For now, the government has launched ad hoc aid instruments: benefits of up to PLN 10,000 for current expenses, up to PLN 100,000 for renovations of farm buildings and up to PLN 200,000 for renovations of houses and apartments.

The government has promised to act quickly. Each home that was directly affected by the flood can receive financial assistance. The government has increased the amount of emergency benefits from PLN 6,000 to PLN 8,000. Additionally, flood victims can receive PLN 2,000 in flood benefits, which gives a total of PLN 10,000 in emergency assistance.

This money will not be used to rebuild apartments, but to survive these most difficult days. However, it will be possible to apply for additional funds for home renovation. Flood victims will be able to receive from PLN 100 to 200 thousand in financial aid. The government has also promised help to people who have taken out mortgages and suspension of the obligation to repay loan installments for 12 months.

Support for entrepreneurs

ZUS has extended the time for entrepreneurs to pay contributions for the period from August 1 to December 31, 2024. This can only be done in September 2025, without charging default interest. It is also possible to divide contributions into installments and further expand the possibility of their cancellation, but only when it comes to self-insurance.

Applications can be submitted to tax offices, via the biznes.gov.pl portal or in the e-Tax Office.

The money.pl service has determined that the government is currently discussing what other instruments can be proposed. – A review of ideas is underway, but we don’t want to talk about it early, so as not to raise premature hopes with ideas that aren’t ready yet. Help for flood victims. This is what local government officials want

The scale of the needs is best known to local government officials. The government has asked them to present proposals. The first demands have already reached ministerial desks. First and foremost, they concern financial matters. Local government officials point out that since entrepreneurs affected by the flood will be able to postpone the payment deadlines for the most important taxes, i.e. VAT, PIT and CIT, this right should be extended to local authorities from flooded areas.

The most desirable change is the exemption of local governments undertaking damage repair from the obligation to pay VAT. Another issue is the liberalization of public procurement regulations. This involves raising the thresholds above which procedures resulting from the Public Procurement Law must be applied, taking into account the competition of offers or the appeal of potential contractors competing for contracts.

Once the ideas are transformed into specific projects, the Sejm and Senate will be ready to vote on them. The next Sejm session is planned for September 25-27, while two sessions are planned for next month (October 9-11 and 16-18).
