The ten -year presidency of Andrzej Duda came to an end yesterday. As he emphasized in his last presidential message, he sought Polish matters both in the country and international.

Meanwhile, according to Business Center Club (BCC), more could be done during these years. Legislative stability, law predictability and the level of social dialogue are still required by improvement – BCC representatives believe.

BCC: “Duda’s presidency is a legislative chaos”

Business Center Club (BCC) indicates that one of the main problems of the presidency of Andrzej Duda was the instability of the legal environment, especially in the field of economic and tax law. The introduction of Polish order was evaluated by entrepreneurs as completely unprepared, and its communication, the frequency of changes and vague interpretative ambiguities hinder and still hinder the functioning of companies.

– The president did not exercise the right of veto for this and other bad solutions. I negatively assess the attitude affecting the degradation of the Polish judiciary, as well as contributing to extending and so long economic proceedings – says Łukasz Bernatowicz, president of the BCC employers’ Association.

BCC has repeatedly emphasized that tax changes and growing bureaucratic and financial burdens, such as the increase in health contributions without the possibility of deducting, are inappropriate. Despite the declared openness to dialogue with the environment of entrepreneurs, many reforms were implemented without relevant consultations, which led to chaos and the need for frequent corrections.

Duda’s presidency – what did it succeed?

Business Center Club positively assesses the president’s support for the micro sector, small and medium-sized enterprises during the Covid-19 pandemic. The organization emphasizes that activities related to the introduction of anti -crisis discs have proved to be a significant support for many companies, enabling them to survive the most difficult period of economic restrictions and freezing operations.

Support – as BCC points out – also deserve meetings organized by the president with representatives of various professional and industry groups. Unfortunately, in the organization’s assessment, the real effects of these consultations were often lacking.

BCC emphasizes that effective legislative solutions can only arise with the participation of those who function in market realities on a daily basis and best understand the consequences of specific regulations.

– Marginalizing the voice of entrepreneurs, skipping postulates and treating them as a formality, and not an important element of the process must end – emphasize BCC representatives.

The organization calls to restore the real importance of the Social Dialogue Council, which – as he points out – is necessary for economic development, transparent law and rebuild social trust in state institutions.

Summing up the decade of Duda’s presidency, BCC indicates on the side of the pros of declarative support for SMEs, anti -crisis assistance during Pandemia, some favorable changes, such as Estonian CIT, and maintaining contacts with the business environment. Among the minuses he mentions instability and unpredictability of legislative, lack of real dialogue with entrepreneurs, an increase in operating costs and deterioration of the investment climate.

Challenges of the presidency of Nawrocki

BCC points out that before the sworn in President Nawrocki today there is the task of confronting the election program with a plan for the term.

– We also hope that President Elekt and the government will undertake constructive cooperation above political divisions, whose primary goal will be the interest of the Polish economy. Our country really cannot afford the next years of “war on the top” – emphasizes Jacek Goliszewski, president of BCC.
