Kosiniak-Kamysz believes that in its current form, the presidential bill on SAFE 0%. is “unconstitutional.” He recalled what the opposition also said about the EU program a few months ago – before Nawrocki’s veto.

SAFE (Security Action for Europe) – a European Union program thanks to which Poland will receive several dozen billion euros for defense purposes – was ultimately vetoed by President Karol Nawrocki. However, Donald Tusk’s government (October 13 Coalition) promised that it would use “plan B”, thanks to which the funds – although not all due to a veto – would go to Poland anyway.

PiS, even before the head of state’s decision, proposed its own program – SAFE 0%. It is to be financed not from the EU budget, but from excess profits generated by the National Bank of Poland (the president of the NBP is Adam Glapiński).

The draft SAFE 0% Act. has already reached the Sejm (lower house). What does the Minister of National Defense think about it?

“The presidential act needs to be improved”

Władysław Kosiniak-Kamysz gave an interview to “Dziennik Gazeta Prawna”. In an interview with the newspaper on March 23 (Monday), he announced that he was “in favor” of proceeding with the draft bill. – But in the form in which the president presented it, it is unconstitutional. It needs to be improved. I believe that the EU SAFE should be adopted, which is real, although I am also interested in the virtual – for now – proposals of the National Bank of Poland. The easiest way would be to apply the existing act on the transfer of profits (from the National Bank of Poland – ed.) to the state budget – he pointed out.

The head of the Ministry of National Defense admitted that the money from the national fund would be useful to the army. This is because “the needs of the army are not PLN 200 or PLN 400, but PLN 600 billion (it is worth recalling that from SAFE, Poland was to receive EUR 43.7 billion, i.e. over PLN 180 billion – ed.).” – The NBP proposal is completely acceptable to me – he said.

Returning to the EU program, the president of the Polish People’s Party recalled that six months ago “PiS supported SAFE.” – They even said that we were such an inept government that we would not be able to use it (the money – ed.). They shouted that: “We cannot afford to waste such an opportunity,” he recalled.

Just three months ago – at the beginning of December 2025 – former head of the Ministry of National Defense – Mariusz Błaszczak – wrote on the X platform that SAFE “is an opportunity to strengthen the potential of the Armed Forces of the Republic of Poland, but also of the Polish arms industry.”
