Barbara Mróz-Gorgoń took up her new position in the Council of Ministers just three weeks ago. Now it is being talked about loudly in the context of the report entitled “Poles’ Own Portrait”, which includes the logo of, among others, Ministry of Sports and Tourism (currently headed by Jakub Rutnicki). That’s because the Secretary of State was listed as the author.

There was a lot of buzz around the publication when it was analyzed by Sebastian Meitz – an expert, among others, for artificial intelligence. In his opinion, the report could have been created using AI. It contains interesting facts – for example, the statement that Katowice is located “in the northern center of Poland”. He pointed out that the Ministry of Sports paid PLN 200,000 to the account of the Association of Conferences and Congresses in Poland. PLN for the implementation of the public task “Brand Polska – tourism substrategy”.

Meitz marked the resort with X on the platform and asked several questions – including: whether the document was generated by AI (artificial intelligence).

MSiT informed that the report circulating on the Internet “was not the subject of an order, nor did it constitute the implementation of any contract to which the ministry was a party.”

The Ministry “signed an agreement with the contractor (i.e. the Conferences and Congresses Association) of the Marka Polska tourism sub-strategy.” “The contractor was selected in a competition after submitting an appropriate offer. The main subject of the contract was the preparation of an extensive study “Poland Brand Strategy”, as well as conducting research (in-depth interviews, focus studies, Design Thinking workshops), organizing the “Future of Brand Poland” conference, organizing expert workshops and discussion panels, and the participation of experts in the creation of sub-strategies.

The contractor presented a report on the implementation of the contract along with evidence of the implementation of individual points. MSiT assumed the settlement of the contract at PLN 179,738.19. The report presented on the X platform did not constitute part of the contract nor was it submitted as part of the report. The MSiT has not received a request to use the logo, and the information that the report is financed by the MSiT is untrue,” said the ministry’s representatives.

Mróz-Gorgoń also spoke on the matter. “The presented report was not part of the order or contract. The research work was carried out in accordance with the principles of social sciences, reliably and substantively, based on the described methodology,” assured the government representative.

The expert noted that “all assumptions of the solutions, concepts and ideas presented in the document are the original achievements of the authors.” “The role of generative artificial intelligence models has been deliberately limited to the auxiliary (non-authorial) stage, including support in testing hypotheses. The authors bear full responsibility for the expertise, editing and substantive verification,” she said.

In their opinion, it contains “sloppily collected observations that lead to the conclusion that “The Polish brand requires systematic, cross-party, long-term commitment (at least 10-20 years) at the government, business and social levels.
