Karol Nawrocki has not yet made a decision on the law introducing the SAFE program. In the latest poll, Poles were asked what the president should do.

Karol Nawrocki faces an extremely difficult decision regarding the future of the SAFE program. The EU program assumes that Poland would receive as much as EUR 43.7 billion in preferential loans from the European Investment Bank to support the defense industry.

Poll. What should Nawrocki do regarding SAFE?

The latest survey conducted by IBRiS for Rzeczpospolita shows that 58.4 percent respondents believe that the president should sign the bill (in this group 37.8 percent indicated the answer “definitely yes” a 20.6 percent “probably yes”).

He is of the opposite opinion 29.8 percent subjects. This percentage of Poles believes that the bill should be vetoed (“definitely no” he tells her 17.6 percent respondents and “probably not” 12.2 percent). 11.8 percent respondents do not have specific views on this issue.

PiS politicians openly oppose the adoption of the law, arguing that its implementation could allegedly “weaken Poland’s independence and make the country excessively dependent on Germany and have a negative impact on relations with the United States.”

The SAFE program was also a major topic of discussion at the last meeting of the National Security Council. Karol Nawrocki expressed the opinion that the biggest beneficiaries of the initiative will be large arms companies from Western Europe, while the Polish defense sector may not benefit proportionally.

In turn, Sławomir Cenckiewicz proposed the establishment of a special committee to supervise the use of credit funds, which would include a representative of the president. The head of the National Security Bureau also postulated the introduction of a provision guaranteeing that 89 percent funds from the SAFE loan will go directly to the domestic arms industry.

Deputy Minister of Defense Paweł Zalewski commented on these proposals, firmly emphasizing that the suggested powers go beyond the president’s constitutional competences and cannot be introduced in the proposed form.

Magdalena Sobkowiak-Czarnecka, government plenipotentiary for SAFE, admitted that the government has a plan to circumvent a possible presidential veto. The Council of Ministers could conclude an agreement with the European Commission – this is not the subject of the act.

– The president is put in a very difficult situation for himself, because he will either have to distance himself from Law and Justice in some way, both as president and commander of the armed forces, or give in to it – said Dr. Anna Materska-Sosnowska in an interview with TVN24. – As the patron of the new right, European MAGA, it would be better for him not to sign it, but it would be very unfavorable for us and it would be a suicide for him – added the political scientist.
