During the conference with the head of the NBP, the president expressed his doubts regarding the EU SAFE program. He pointed out an alternative.

A press briefing was held on Wednesday at the Presidential Palace in Warsaw. The following people were present: Karol Nawrocki and Adam Glapiński.

The head of state indicated that he met with the president of the National Bank of Poland to discuss the SAFE – Security Action for Europe program. This is an initiative of the Council of the European Union – member states can receive loans for defense modernization (including the purchase of military equipment – vehicles, ammunition, etc.). Poland would receive over EUR 43.7 billion (over PLN 183 billion) for the years 2026-2030, and the loan interest rate would be approximately 3%. “89% of the funds will go to Polish industry and economy,” argued Donald Tusk’s government. “The funds will be allocated, among others, to the implementation of the East Shield program, the development of anti-drone systems, anti-aircraft defense, artillery and the modernization of transport infrastructure of military importance,” the Prime Minister’s Office informed.

Recently, in an interview for the weekly “Wprost”, General Roman Polko – former head of the GROM military unit (Operational and Maneuver Reaction Group) – when asked whether President Nawrocki should sign the act, emphasized “yes”. – SAFE is a specific thing to do. Let’s think proactively – we have to make a technological revolution, we have to rebuild the Polish arms industry – he emphasized. If the bill was vetoed, he asked what the head of state proposed “in return.”

Will there be a meeting between Nawrocki, Tusk and Kosiniak-Kamysz?

Nawrocki revealed that he talked with Glapiński “about Polish SAFE 0 percent.” He announced that he would invite both the head of government and the Deputy Prime Minister and Minister of National Defense – Władysław Kosiniak-Kamysz – to a meeting to discuss the topic together.

– After meeting with prof. Glapiński, after the analyzes of specialists, I have no doubt that due to the stability of the development of the Polish armed forces, due to financial issues, due to legal issues, Polish SAFE 0 percent. is better for the Polish armed forces than European SAFE with the burdens that are discussed in the Polish public opinion – he emphasized (quote from the Polish Press Agency).

And where does the money for “SAFE 0 percent” come from? The head of state emphasized that it was not from reserve assets. – This is against the law. There will be time for details and we will report them. E.g. profit, mostly, 95%. we give to the government. It is used for a specific purpose. In this case, we expect that it will be for the purpose of strengthening Polish defense – he assured.

– We are ready to cooperate with the government and the president. Our foreign exchange reserves are the reserves of all Poles placed under the management of the National Bank of Poland, he said.
