In the Opinia24 survey conducted for “Fakty” TVN and TVN24, respondents were asked about the president’s decision regarding the act introducing the provisions of the SAFE program. It’s about an EU loan for armaments. Karol Nawrocki has still not decided how he will ultimately react in this matter: he will veto the regulations, sign the document, or maybe send it back to the Constitutional Tribunal.

The study was conducted on March 11-12, 2026 using the CATI and CAWI techniques on a representative sample of 1,002 Polish residents aged 18 and over.
Tusk expects a veto on the SAFE program
Prime Minister Donald Tusk recently announced that he was concerned about reports of the president’s negative attitude towards the SAFE program. – We have also received information that the president has already decided to veto the SAFE program. This is very bad news. I will ask the president directly if this is indeed the case. This would be an unforgivable mistake, said the head of government.
As he added, if such a scenario actually materializes, you need to be ready to implement plan B. – To be honest, I am deeply moved by these signals. I cannot understand how, in a situation of global conflicts and war on our border, how one can even think about blocking such matters as SAFE, admitted Tusk. Let us recall, however, that Karol Nawrocki himself has not yet officially announced what decision he will make.
