Heat pump subsidies after changes. What is the ZUM list?

To receive funding for the purchase and installation of a heat pump under the “Clean Air” program, you must select a device from the official ZUM list. It currently includes almost 1,600 certified pumps.
In June, changes to the Clean Air program came into effect, which are important for people who want to receive funding for the purchase and installation of a heat pump. Since June 14, support can only be obtained if the pump is included on the ZUM list, i.e. the list of Green Devices and Materials.
Heat pumps on the ZUM list
Devices entered on the ZUM List must meet rigorous energy efficiency criteria and European standards. Additionally, all subsidized devices in the Clean Air Program should comply with the EN-14511, EN 14825 and EN12102 standards, which allow for determining their seasonal energy efficiency of space heating and determining on this basis the seasonal energy efficiency class of space heating and the sound power level.
The list will also conditionally include – until the end of the year – heat pumps with one of the three European quality marks: EHPA, Keymark or Eurovent. During this time, entities responsible for introducing them to the market will have to provide a certificate issued by an accredited laboratory, otherwise the device will be removed from the ZUM list.
The reason for sealing the system is the excessive number of devices from Asia that do not meet technical parameters. “This will ensure that people using the “Clean Air” program have a wide choice of good quality heat pumps and at the same time allow manufacturers, distributors and importers to conduct full tests of these devices,” the release reads.
The list of devices that meet the parameters is constantly growing. It currently has 1,599 heat pumps, which is 1,299 more than on June 14, 2024, when the selection of heat pumps from this list under the “Clean Air” program became mandatory.
Is the ZUM list mandatory?
Yes, following the entries on the ZUM list is mandatory for people who want to obtain a subsidy for the purchase and installation of a heat pump under the “Clean Air” program.
Only devices that meet the requirements are listed: they are safe, properly made, and have passed certification. Placing a pump on the list rewards the manufacturer, and allows the customer to be sure that they have made the right choice.
