The National Council of Bailiffs is implementing e-Delivery, enabling bailiffs to send documents electronically. This will speed up processes and reduce costs, revolutionizing legal communication in Poland.

The National Council of Bailiffs has begun implementing the e-Delivery service in bailiffs’ offices, becoming a pioneer among the legal professions in Poland. Although the obligation to use the e-Delivery system will not come into force until several years from now, court bailiffs have decided to implement this innovation earlier in order to streamline their work and improve the quality of communication with citizens.

Court bailiffs switch to e-Delivery

From July 1, 2024, bailiffs can send letters by e-mail to recipients logged into the e-Delivery system. In the case of people who do not yet use this system, the so-called hybrid mail will be used. Poczta Polska will print and deliver correspondence in the form of a classic registered letter. This change will significantly speed up the process of delivering letters, while bringing significant financial savings.

Przemysław Małecki, spokesman for the National Council of Bailiffs, emphasizes that the introduction of e-Delivery is a very important innovation, because it will allow citizens to access information about ongoing proceedings from anywhere in the world. Thanks to this, they will be able to react to bailiffs’ actions almost immediately, which will reduce the risk of missing important deadlines and allow for faster action.

“e-Delivery is not a change, it is a revolution. From July 1, anyone who sets up an e-Delivery mailbox can read the message that the bailiff sends to them from anywhere in the country or the world. This means that it will no longer be the case that our frequent changes of residence, long holidays or remote work will result in us not being informed about ongoing proceedings, both by the creditor and the debtor,” says the press spokesman of the National Council of Bailiffs.

“We often hear in law offices: I would have reacted earlier if I had known, I would have attempted to repay if I had known, I would have appealed this decision if I had known. Today we are giving such an opportunity to citizens, who will be able to react at any time, immediately after our actions, because they will have this information on their phones,” adds Przemysław Małecki.

e-Delivery is the electronic equivalent of a registered letter with acknowledgment of receipt, having the same legal force. Thanks to this system, citizens, companies and public entities can use convenient and safe electronic deliveries. All transmitted data is protected against modification, and its encryption protects against unauthorized access. The identity of the sender and recipient is verified, and evidence of sending and receiving the shipment is secured with an advanced electronic seal.

The implementation of the e-Delivery system begins with the installation of a mailbox that will be used for electronic communication. Then the bailiff signs an agreement with Poczta Polska and installs software provided by Currenda, the system integrator. From that moment on, bailiff offices can use the full range of e-Delivery functions.

Benefits for bailiffs

The e-Delivery system will bring significant financial savings to bailiffs’ offices. Shortening the time needed to deliver a parcel, eliminating the need to print and send letters, and the ability to respond to bailiffs’ actions on an ongoing basis are just some of the benefits. Citizens will be able to obtain information about ongoing proceedings more quickly and easily, which will increase the transparency and effectiveness of communication.

Przemysław Małecki announces that e-Delivery is another step towards the full computerization of the bailiff system. Court bailiffs are already among the most computerized legal professions. The implemented e-Komornik system enables the organization of enforcement cases electronically, automates processes and reduces the risk of errors. Integration with databases facilitates access to information and speeds up the exchange of information between various bodies and institutions.
