The Ministry of Development and Technology is planning changes that are intended to improve the transparency and reliability of the process of issuing energy certificates – reports Dziennik Gazeta Prawna.
Since April last year, the law on energy certificates has been in force. This document should be held by: owners of all buildings constructed after 2009, owners of buildings constructed before 2009, which are intended for sale and rent. However, owners of buildings constructed before 2009, who use them only for private use, do not have to have the certificate. However, when they decide to sell or rent the building, they must apply for the document.

Now, however – as Dziennik Gazeta Prawna reports – the ministry is planning significant changes that are intended to improve the transparency and reliability of the process of issuing energy certificates.
The Ministry emphasizes that the current practice of relying solely on the technical documentation of the building is insufficient. In many cases, energy certificates were generated solely on the basis of documents or even completely remotely, which led to numerous abuses. The new regulations aim to combat these pathological practices.
As the newspaper writes, building inspections are now to take place primarily on-site in the building, using existing technical documentation. Exceptionally, in special cases, remote inspections will be permitted, but only using tools that enable visual inspection.
It is also planned to introduce new energy certificate templates. The new templates will include additional data, such as the demand for non-renewable primary energy and the annual demand for net delivered energy. This change is intended to ensure greater accuracy and transparency of the information contained in the certificates.
