The government wants to eliminate the inheritance of renting municipal apartments. The new regulations are to ensure a fair distribution of premises.
The Ministry of Finance and Economy prepares provisions that will end the possibility of inheritance of the lease of municipal premises. The deputy minister responsible for housing policy, Tomasz Lewandowski, in an interview with Interia emphasized that the purpose of the changes is to introduce more fair principles of housing management. Detailed assumptions of the reform are to be presented in September.
Unfair solution
According to Lewandowski, the current regulations do not ensure equality, because they allow the use of preferential rents to people who inherit the right to rent, regardless of their financial situation. – It is not fair that if our parents were lucky to get a municipal premises, we pay only 1/4 or 1/5 of the market rent – said the deputy minister.
The ministry emphasizes that the purpose of the changes is to divide resources more fair and provide access to cheap apartments to people who really need it. Therefore, the inheritance of the lease is to be eliminated, and the rules for using municipal apartments will be unified.
Change in the regulations
The amendment to the regulations is also to cover issues of rent arrears. As Lewandowski pointed out, the new regulations will enable local governments, housing cooperatives and TBS to take more effective actions against tenants who do not regulate fees.
The ministry plans also include solutions that allow verification of the income situation of tenants of municipal apartments. At the same time, bills related to housing cooperatives and ownership of premises are prepared. According to the deputy minister, these activities create a coherent strategy to be presented in detail in mid -September.
The government hopes that changes in the law will allow better use of limited housing resources and directing help to the most needy people.
