In 2026, a record amount of PLN 6.7 billion will be allocated to housing from the state budget, of which PLN 4.02 billion will be allocated to non-repayable grants to local governments for social and municipal construction. It is already known that the European Investment Bank wants to grant Bank Gospodarstwa Krajowego a loan of approximately PLN 2 billion to finance social housing and cheap apartments for rent. The plan is to build 8,750 premises for approximately PLN 4 billion (EUR 935 million).
A flat is a right, not a commodity
For people with average income who do not have their own apartment, social rental is planned, where the monthly rent will be at least half lower than in the case of commercial rental.
At the same time, the tenant’s participation in construction costs will be reduced and, according to the new rules, it will not exceed 10%. construction costs and an increased income threshold – thanks to this, the group of people eligible to use this form of housing will increase.

How long does it take to build an apartment block in Poland?
The construction of a new residential block in Poland takes on average about 26 months, i.e. just over 2 years – calculated by the Central Statistical Office in 2024. Smaller buildings (10-19 apartments) can be built faster – in about 16 months. The investment implementation time is long due to formalities and the construction process.

The most new apartments were built in the following voivodeships: Masovian (21.6% of the total), Greater Poland (10.3%) and Lesser Poland (9.8%); least in the Opolskie Voivodeship (1.2%) and Świętokrzyskie Voivodeship (1.9%).
