At the end of last week, a draft ordinance of the Minister of Development and Technology was published at the Government Legislation Center, which assumes that investors, communities and housing cooperatives (including developers and individual investors) will be required to install the elevator in multi -family residential buildings, with three or more floors and in public buildings with two and more floors.

According to the local government portal, the proposed changes are aimed at facilitating access to buildings and devices associated with them to people with various types of disability, as well as guardians with young children and the elderly. Communities and cooperatives will also have to cover the cost of adapting the already built building to the needs of such people. It is worth emphasizing that in the case of housing cooperatives, the decision on the elevator of the elevator – in addition to statutory authorities – should also be accepted by the owners of the premises.

3500 cooperatives and communities will pay for elevators

However, housing communities and cooperatives will be able to apply for funding from the Government Fund for Accessibility run by Bank Gospodarstwa Krajowego and funding institutions cooperating with it. You will also be able to apply for support from the State Fund for the Rehabilitation of the Disabled (PFRON) as part of the Program for Equalizing the differences between regions.

The regulation will enter into force on September 20, 2026, with some of the provisions entering into force on December 31, 2026 and December 31, 2029.
