More and more apartments are to be built by municipalities, TBS and SIMs. Experts provide for a significant increase in “non -weloper” investments.

As noted by Andrzej Prajsnar, an expert of the Gethome.pl portal, recently quite often talked about increasing the number of apartments with a preferential rent, which is to build primarily municipalities, Social Construction Society (TBS) and social housing initiatives (SIM).

– Of course, we must be aware that the announced increase in expenditure on social construction with some delay will translate into statistics regarding the number of premises started. It will be necessary to wait for the “non -non -emergency” apartments to complete these apartments longer (about 2 years) – says Prajsnar.

“Non -weloper” apartments – will there be more of them?

At the beginning, it is worth looking at a given GUS from the first quarter of 2025 regarding this type of premises – the analysis of these statistics was undertaken by experts of the Gethome.pl portal.

– The seemingly most important indicator in the context of new cooperative, social and municipal apartments seems to be the number of such premises started. It informs how many apartments will be rented in a relatively short time – after the construction process is completed, which lasts about 2 years on average. The table below confirms, however, that statistics with the number of apartments, for which permits were obtained, are also important. GUS data indicate that in the first quarter of 2025 the number of started social apartments started was smaller than a year ago (620 vs 845 premises). However, we see a significant increase (from 1 067 to 1,773) at the same time, the number of premises where the construction of TBS and SIMs obtained permits-explains Andrzej Prajsnar.

As he emphasizes, such a change should soon translate into the number of buildings of social apartments started.

– Translating a larger number of permits for more common construction should also apply to municipal premises. As for such premises with rent lower than social apartments, the first quarter of 2025 has already brought an increase in the nationwide number of “M” (from 102 to 429). The results regarding cooperative construction are definitely the most modest – indicates Prajsnar.

He emphasizes that in the context of cooperative statistics, we must remember that it is about apartments built by cooperatives exclusively for our own members, and not about premises offered on development principles to the cooperative clients.

– It is also worth noting an annual increase in the number of other apartments started from January to March (change from 134 to 316). In the past, it happened that apartments with preferential rent were sent to this category – he notes.

Experts of the Gethome.pl portal point out that data on social, cooperative and municipal construction in the past showed great irregularity. Therefore, it should not be automatically assumed that the annual results will be proportionally higher than quarterly. Further statistics regarding rental construction promise to be interesting, because there is a clear revival in the number of permits issued. In the following quarters you can also expect more noticeable effects of changes in the financing system announced by the government.

– Of course, you should be aware that we are constantly talking about small results on the scale of all construction activity. For the first three months of 2025, cooperative, municipal and social investors obtained permission for the construction of 3174 apartments. It accounted for 5 percent. a total quarterly result, which also includes permits for apartments and development houses as well as private houses (61 864 premises and houses with building permits obtained in the first quarter of 2025 by all investors) – sums up Prajsnar.
