The Ministry of Finance will increase excise duty. As a result, the price of cigarettes and other tobacco products will systematically increase in the coming years. Many smokers, after learning about the new prices, will certainly consider giving up these stimulants.
Cigarette prices in Poland have been rising steadily since 2005. Two decades ago, the average price for a pack was around PLN 5-6. In 2011, we paid PLN 10, and in 2020 PLN 15. Currently, the price oscillates around PLN 17-18. The upward trend will only continue in the coming years.
Excise Duty Increase. How Much Will Cigarettes Cost?
The Ministry of Finance is planning further excise tax increases that will affect the price of both packs of ready-made cigarettes and tobacco that can be used for rolling your own. According to the new assumptions, the prices of cigarettes and tobacco products will be as follows:
– Pack of cigarettes (20 pcs.): PLN 20.82 (2025), PLN 23.85 (2026), PLN 26.54 (2027)
– Smoking tobacco (50 g): PLN 39.59 (2025), PLN 47.95 (2026), PLN 55.84 (2027)
– E-cigarette liquids (10 ml): PLN 23.07 (2025), PLN 28.99 (2026), PLN 33.43 (2027)
Why are pay increases necessary?
The Ministry of Finance, in its justification for the amendment to the Excise Duty Act, indicates that the increases are necessary due to inflation, rising wages, and the low level of cigarette prices in Poland compared to other European Union countries. Additionally, the armed conflict in Ukraine and its global economic effects have also accelerated the need to change the level of excise duty.
Cheaper only in Bulgaria
Despite these increases, cigarettes in Poland are among the cheapest in the European Union, right after Bulgaria. Interestingly, although prices are rising, compared to 2019, when the national average was 348 packs of cigarettes, in 2023 this number increased to 437 packs. This is of course related to the increase in wages, mainly a very clear and systematic increase in the minimum wage.
