More and more people are deciding to live on the ROD plots, although this is legally prohibited. The temptation to incur quite low payments turns out to be stronger.
“Gazeta Wyborcza” talked to people who decided to live on family allotment gardens (ROD). One of the newspaper’s interlocutors claims that over 50 people live in his ROD-ZZA on various plots. The wave of removals has occurred over the last 4-5 years, which may be related to rising prices-purchase and rental-apartments. – People seem to live in small gazebos without heating. Almost single -family houses are being created more and more often. People have a septic tank dug, deep wells – says the journal interlocutor.
Apartment for ROD. They pay PLN 1,000 a year!
A resident of the ROD claims that the maintenance of the garden costs just over 1000 PLN … per year. In addition, there are electric expenses, which is the greatest financial burden, especially in winter, when the houses need to be heated. – But these are still incomparable costs if you still had to pay the rent to the cooperative or community, or someone for renting – says the newspaper interlocutor.
Pursuant to art. 12 of the Act on Family Allotment Gardens and the seventh point of the ROD regulations, residing on plots is absolutely prohibited. The Polish Association of Allotment Party informs that the ROD boards are required to counteract this phenomenon. For failure to comply with the regulations, there is even threatening to lose the right to the plot. One of the interlocutors of the newspaper, which sits on the board of one of the ROD, admits that practice shows that the rules are one thing and life is the other-in its ROD-ups for 244 gardens, there are about 12 inhabited, i.e. 5 percent. all. The man directly admits that in the gardens a blindness is taken to reports and permanent residence.
– Yes, you could ask, deprive the plot, but what will it give? What if someone takes revenge? Will set fire to the garden, demolish or destroy plantings? Why should I risk such a huge loss? Besides, it is a legally path through torment – says a member of the ROD board.
Representatives of offices admit that they issue reports to the ROD addresses. Marek Kubiak from the Poznań City Hall explains in an interview with “Wyborcza” that the legislator “does not distinguish between the character or function of the object in which we want to check in.”
– Hence, the registration obligation also includes persons living constantly or temporarily in family allotment gardens – says Kubiak, pointing out that due to the fact that the ROD serves other purposes than residential, the registration procedure in such cases requires administrative proceedings.
– As a rule, the ROD management boards oppose the registration of people in the ROD, but this does not constitute an obstacle to issuing the decision to check in.
